Czyste Powietrze (“Clean Air”) is a programme of Poland’s National Fund for Environmental Protection and Water Management that funds the replacement of old heat sources and the insulation of single-family homes. The current version has applied since 31 March 2025, and changes easing access took effect on 20 July 2026. The grant goes to an owner or co-owner of the house who has held it for at least 3 years; after the changes, one year is enough in certain cases. The programme has three levels: basic, up to 40% of costs, with yearly income up to PLN 135,000; raised, up to 70%, with income up to PLN 2,250 per person a month; and highest, up to 100%, with income up to PLN 1,300 per person. A higher-class air-to-water heat pump can receive from PLN 14,080 to PLN 35,200, and with insulation of a house above 140 kWh/m² a year up to PLN 140,300 in total. Coal boilers are no longer funded.

Three grant levels
The level depends on income, and the amount also on the condition of the house. The programme groups buildings by their usable heating energy demand index (EU) from the audit: below 80, from 80 to 140, and above 140 kWh/m² a year. The highest level applies only to houses above 140 kWh/m², and in such a house replacing the boiler alone is not enough: insulation must cut the index by at least 40%.
| Level | Share of costs | House 80–140 kWh/m² | House > 140 kWh/m² |
|---|---|---|---|
| Basic | 40% | PLN 42,120 | PLN 56,120 |
| Raised | 70% | PLN 73,710 | PLN 98,210 |
| Highest | 100% | PLN 57,300 | PLN 140,300 |
Income means the average monthly income per person in the household, confirmed by a certificate from the municipality, or the applicant’s own yearly income at the basic level. At the raised level business revenue may not exceed 40 times the minimum wage, or PLN 192,240 in 2026, and at the highest level 12 times, or PLN 57,672.
Amounts for the heat source
| Heat source | Basic | Raised | Highest |
|---|---|---|---|
| Air-to-water pump, higher class | PLN 14,080 | PLN 24,640 | PLN 35,200 |
| Air-to-water pump | PLN 12,600 | PLN 22,000 | PLN 31,500 |
| Ground-source pump | PLN 18,000 | PLN 31,500 | PLN 45,000 |
| Air-to-air pump | PLN 4,480 | PLN 7,840 | PLN 11,200 |
| Wood or pellet boiler | PLN 8,200 | PLN 14,350 | PLN 20,500 |
| District heating | PLN 8,900 | PLN 15,575 | PLN 22,250 |
| Electric heating | PLN 4,480 | PLN 7,840 | PLN 11,200 |
Each item comes with separate amounts for the energy audit (up to PLN 1,200), the energy performance certificate (up to PLN 400) and central heating with hot-water pipework (up to PLN 20,500). A ground-source pump also gets up to PLN 20,000 for the ground loop. Devices must be on the list of green devices and materials (ZUM).

What changed on 20 July 2026
The main change concerns ownership. The rule itself is unchanged: you must have owned the house for at least 3 years unless you inherited it. The list of exceptions, however, has been widened. The programme now covers owners of property acquired by prescription, and the period has been cut to one year for people holding at least 50% of the shares bought, or received by gift or life-annuity agreement from parents, grandparents or other ascendants. This matters for young families who recently bought an old house to renovate.
The rule that one person can benefit from the programme only once, in one building, for applications filed from 22 April 2024, is unchanged. Coal boilers are not funded, and insulation is a condition of the grant in houses above 140 kWh/m².
How to apply
At the raised and highest levels the simplest route is the free help of an operator, who prepares the application, helps choose a contractor and enables prefinancing, that is an advance paid before work starts. At the basic level you apply yourself through the gov.pl service or at the regional environmental fund, and the grant is paid after the work, in full or in up to three instalments.
Before applying you need an energy audit, which sets the EU index and the scope of insulation. At the raised and highest levels you also need an income certificate from the municipality. The applicant chooses the contractor and signs the contract, and the fund inspects the project once it is finished.
Programme calculators
You can check your grant level, with income, business revenue and benefits, in the income thresholds calculator. The Czyste Powietrze calculator works out the full grant for your house, with heat source, pipework and insulation, and heat pump grant the pump alone. The heating cost calculator shows what heating the house costs after the switch.
